KEBERHASILAN PROGRAM EMAS DALAM MENINGKATKAN PEMBERIAN MGSO4 PRARUJUKAN OLEH BIDAN
KASUS RUJUKAN KE RSUD SERANG 2012-2013
Abstract
Berdasarkan laporan program EMAS 2011, stabilisasi MgSO4 prarujukan di 6 propinsi di Indonesia masih rendah. Penelitian deskriptif dengan design cross-sectional ini bertujuan untuk melihat keberhasilan pendekatan sistem, program EMAS dalam penguatan peran bidan terkait pemberian stabilisasi MgSO4 prarujukan di puskesmas yang merujuk ke RSUD Serang. Penelitian dilakukan di RSUD Serang terhadap semua kasus rujukan PEB dan Eklampsia dari puskesmas tahun 2012-2013, sebanyak 822 kasus. Hasil penelitian menunjukkan, bahwa program EMAS yang dimulai pada bulan Maret 2012 di kabupaten Serang, berhasil meningkatkan presentasi pemberian MgSO4, pada puskesmas intervensi EMAS, persentase pemberian MgSO4 prarujukan bulan Januari-Maret 2012 masih rendah berkisar antara 25% - 53%, dan persentasenya meningkat signifikan di mei sebesar 88% sampai bulan desember sebesar 94%. Tahun 2013, persentasenya selalu berkisar antara ≥ 90% setiap bulannya bahkan mencapai 100%. Penguatan sistem rujukan melalui kebijakan termasuk dukungan spesialis dan sistem SMS gateway di RSUD Serang juga berhasil meningkatkan pemberian MgSO4 prarujukan di puskesmas non intervensi EMAS. Mei 2012 persentasenya mulai meningkat sebesar 64% sampai bulan desember 2012 mencapai 84%. Tahun 2013, persentasenya terus meningkat sampai di bulan desember sebesar 93%, namun di bulan juli turun sampai 47%, karena sulit mengontrol kualitas di tingkat puskesmas non intervensi EMAS
