EVALUASI SISTEM PELAKSANAAN MANAJEMEN TERPADU BALITA SAKIT
STUDI DI PUSKESMAS KECAMATAN WILAYAH PESISIR JAKARTA UTARA TAHUN 2015
Abstract
Manajemen Terpadu Balita Sakit (MTBS) dalam bahasa Inggris yaitu Integrated Management of ChildhoodIllness (IMCI) adalah suatu manajemen melalui pendekatan terintegrasi/terpadu dalam tatalaksana balita sakit yang datang di pelayanan kesehatan, baik mengenai beberapa klasifikasi penyakit, status gizi, status imunisasi maupun penanganan balita sakit tersebut dan konseling yang diberikan.Cakupan Bayi dan Balita (0-5 tahun) yang mendapatkan pelayanan MTBS pada tahun 2014 di Puskesmas Kecamatan wilayah pesisir jakarta utara, Puskesmas kecamatan Penjaringan sebanyak 88% dan Puskesmas kecamatan Cilincing sebanyak 43%masih ada yang belum mencapai target dimana semua balita sakit mendapat pelayanan MTBS. Metode yang digunakan adalah metode deskriptif kualitatif. Informan dalam penelitian ini adalah Bidan Koordinator KIA, Petugas Pelaksana MTBS, petugas seksi kesehatan keluarga Dinas Kesehatan Jakarta Utara dan kader. FGD dilakukan pada ibu yang membawa balita yang sakit untuk berobat di Puskesmas. Variabel dalam penelitian ini adalah input, proses dan output.
Penelitian ini dapat disimpulkan bahwa sistem pelaksanaan MTBS yang dilakukan di Puskesmas Kecamatan wilayah pesisir Jakarta utara termasuk puskesmas kecamatan yang melaksanakan MTBS. Dimana faktor Input dalam sistem pelaksanaan MTBS termasuk sumber daya manusia, menganggap walaupun SDM kurang karena belum semua petugas mendapatkan pelatihan MTBS tetapi dalam melaksanakan MTBS tetap berjalan dengan baik walaupun dengan waktu yang terbatas, tidak ada dana khusus dalam pelaksanaan MTBS, sarana dan prasarana dalam pelaksanaan MTBS di siapkan oleh Dinas Kesehatan dan Puskesmas Kecamatan, serta metode dalam melaksanakan MTBS mengikuti SOP walaupun tidak semua petugas menggunakannya dalam melaksanakan program MTBS yang ada di puskesmas kecamatan jakarta utara. Faktor proses dalam sistem pelaksanaan MTBS mempunyai perencanaan, pengorganisasian, penggerakan dan evaluasi serta pengawasan. Faktor Output terdiri dari kepuasan orang tua dalam menerima pelayanan MTBS yang diberikan oleh puskesmas kecamatan dan cakupan yang didapat puskesmas kecamatan dalam memberikan pelayanan MTBS.
